HRIS / HR Compliance Manager   Reference ID:  2556

The Manager of HRIS / HR Compliance leads the design, implementation, and administration of the organization’s HR compliance policies and practices; and provides functional support for the agency’s HRIS system, Oracle.
The manager will develop / redesign and implement compliance programs (policies, procedures) for background checking, fingerprinting, Exclusion Screening, Education Verification, Motor Vehicle Checks, record retention, etc. in order to be responsive to HFA’s goals via a philosophy of continuous improvement. He/she will conduct internal compliance audits and provide oversight to assure the compliance standards are consistently administered in alignment with HFA policies, government regulations, and funding requirements. Partners with IT on all software implementations, upgrades, patches, and testing that impact Oracle functionality.

• Manages all HR Compliance requirements including, MVR, Education verification, State Central Registry (SCR), Criminal background / arrest database, and Exclusion Screening processes.
• Manages the PAF (Personnel Action Form) process, personnel data.
• Acts as functional super user of Oracle; trouble shoots errors.
• Writes, generates and maintains standard and customized reports and queries from Oracle using appropriate tools to meet user requirements. Reviews generated reports to ensure accurate and desired information is produced. Partners with IT to automate standard reporting.
• Functions as a liaison with the payroll department on data integrity issues impacting payroll.
• Ensures all tables are properly maintained in Oracle.
• Serves as a liaison between the HR community and the IT organization in order to provide technical solutions to meet user and business needs; assists HR subject matter experts to ensure data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities.
• Conducts regular audits of all compliance processes (fingerprinting, SCR, education verification, etc.) to validate and assure HR compliance is 100% audit ready at all times.
Develops business relationships with regulatory agencies to keep abreast of any new or changing requirements and adjusts internal processes accordingly.
• Develops and manages HR record retention program including management of relationship with Iron Mountain and like services.
• Coordinates the years of service anniversary award program.
• Plans and directs the work of subordinate staff while adhering to agency policies/ procedures and state/federal laws in carrying out assigned responsibilities.
• Provides daily supervision of staff / coaches for development.
• Perform other related duties as assigned.


JOB REQUIREMENTS
• A Bachelor's degree in HR Management, Business Administration, Industrial Relations, or Related degree is required.
• A minimum of 3 years of experience using an HRIS system; experience with Oracle / Discoverer reporting tools preferred.
• 5 years Human Resources experience that includes 2 years managerial level experience.
• Knowledge of appropriate statutes and other applicable laws.
• Ability to design and implement process improvements to meet client needs.
• Ability to set and manage priorities and deadlines and multi-task effectively.
• Advanced skills in Microsoft Office suite of tools (pivot tables, v-lookup).
• Strong organizational, written and verbal communication skills are vital.
